Remarks (July 23, 2018):
I visited Seijo University because Mitchy did his Law degree here .

hoho! Wrong guess ! Visit to Seijo University was not arranged by Palace Hotel Tokyo.
Same as other universities, certain buildings in Seijo University are closed during summer vacation.
The law study rooms, actually there are two (enclosed zoom photos). Not just the rooms are locked, that part of the building was locked as well.
So...if one wants to visit without arrangements, I would suggest visit after term start .
I am not keen on crowds... those who know me well should not be surprised that I choose a quiet time to visit.
